On July 5, 2026, QTM International Port Joint Stock Company officially broke ground on the QTM International Port project in Phu My Ward, Ho Chi Minh City, within the Cai Mep – Thi Vai deep-water port complex. The project has a total investment of VND 6,869 billion (approximately USD 270 million) and covers an area of 80.47 hectares.

Deputy Prime Minister Pham Gia Tuc, Member of the Politburo and Secretary of the Party Central Committee, together with Vice Chairman of the Ho Chi Minh City People’s Committee Hoang Nguyen Dinh, attended the groundbreaking ceremony. The project is one of the city’s key infrastructure developments commemorating the 50th anniversary of Saigon-Gia Dinh officially being renamed Ho Chi Minh City (July 2, 1976 – July 2, 2026).

QTM International Port: A VND 6.9 Trillion Investment in Cai Mep – Thi Vai

The project will be developed in two phases. Phase 1 includes three berths with a total quay length of 762 meters. The first berth is expected to become operational in the first quarter of 2028, while the entire first phase is scheduled for completion by 2030. Once completed, the port will be capable of accommodating vessels of up to 100,000 DWT under suitable operating conditions.

Phase 2, planned for 2030–2033, will add five additional berths totaling 1,055 meters in length. Upon full completion, QTM International Port will feature eight berths with a combined quay length of 1,817 meters, nearly 200,000 square meters of warehouses, bonded warehouses, and container yards, achieving a designed cargo handling capacity of approximately 16 million tons annually.

Strategic Connectivity and Cargo Development

QTM International Port will benefit from direct connections to the Bien Hoa – Vung Tau Expressway, Long Thanh – Dau Giay Expressway, Ho Chi Minh City Ring Roads 3 and 4, and Long Thanh International Airport. According to the investor, this strategic location will serve as a key logistics gateway linking Ho Chi Minh City, Dong Nai Province, and the Mekong Delta with both domestic and international markets.

The port is designed to handle agricultural products, animal feed ingredients, fertilizers, and other key commodities from southern Vietnam while expanding container handling services integrated with cold storage facilities, bonded warehouses, and CFS warehouses.

Nguyen Hoang Hai, Chairman of QTM International Port Joint Stock Company, stated that the project is planned as an integrated logistics ecosystem, connecting seaport operations, warehousing, cold storage, transportation, distribution, and value-added supply chain services. The project primarily aims to support Vietnam’s core industries, including manufacturing, processing, industrial production, and agriculture, while adopting a green and smart port model through automation and digital data management.

Policy Context and Long-Term Development Vision

Speaking at the ceremony, Deputy Prime Minister Pham Gia Tuc noted that logistics costs currently account for approximately 14–16% of Vietnam’s total economic costs. He also highlighted that most Vietnamese exports are still traded under FOB (Free on Board) terms, limiting domestic enterprises’ participation in international transportation services.

He emphasized that the Politburo issued Resolution No. 36-NQ/TW in 2018 on Vietnam’s Sustainable Marine Economic Development Strategy toward 2030, with a vision to 2045. Authorities are currently reviewing the implementation of the resolution as part of preparations for a new national strategy on marine economic development.

Vice Chairman of the Ho Chi Minh City People’s Committee Hoang Nguyen Dinh reported that cargo transported by sea and inland waterways in the city increased by 7.03% during the first six months of 2026 compared to the same period last year. He reaffirmed the city’s commitment to supporting investors and promptly resolving obstacles throughout the project’s implementation.

The Deputy Prime Minister also urged Ho Chi Minh City, ministries, and relevant agencies to continue coordinating efforts to ensure the project progresses on schedule and complies with legal requirements. The investor was instructed to mobilize sufficient resources, maintain construction quality, ensure workplace safety, and protect the environment throughout the development process.
